Z-Wave Specifications are structured in layers by Device Type, Role Type and Command Classes that can be supported and/or controlled. Each layer has a well-defined list of requirements, based on type selection as well as mandatory and optional command class implementations.
Specifications are developed and maintained within the Z-Wave Alliance, and as a member you are invited to participate in the continuous work of improving the requirements. Members are also encouraged to provide feedback and comments when contributions to the Specifications are submitted for review.

Z-Wave specifications are updated twice a year and implemented into the certification program in June and December. The Specification package that is currently in force for certification, is available for all Z-Wave Alliance members and can be downloaded here https://sdomembers.z-wavealliance.org/document/dl/917
In order to market a product as Z-Wave compliant, it must pass verification in the Z-Wave Plus v2 certification program. The program ensures interoperability of existing products in the Z-Wave ecosystem.
